GCHQ 'criticised over lost laptops'

A report by the Parliamentary Intelligence Security Committee (ISC) has pointed towards serious shortcomings in the management of the Government Communications Headquarters (GCHQ) at Benhall.

The ISC has slammed the GCHQ for struggling to adapt to threats posed by so-called cyber terrorism as well as losing 35 laptops containing top secret information since 2005.

Speaking about the lost laptops, GCHQ director Iain Lobban told the ISC: "I think perhaps some people took slightly hasty decisions without due process."

The GCHQ, whose current headquarters at Cheltenham cost an estimated £337 million to build, was accused in the report of having a "cavalier" attitude towards the monitoring of laptop movement, described by the ISC as "unacceptable".

The agency came in for further criticism from the ISC over weaknesses in contract management and its failure to recruit sufficient numbers of staff. The report also claimed that GCHQ spending had risen by 15% between 2005-06 and 2010-11.
