European Commission unveils data quality management targets

The EU has extended its plans on data quality that date back to 2003, unveiling an Open Data Strategy for Europe.
The commission cites 'total direct and indirect economic gains' from public data access and reuse to be the most valuable part of the scheme, estimating that the total direct and indirect economic gains could be worth 140 billion annually to the European economy.
The European Commission Vice President Neelie Kroes explained in a blog that:
"Your data is worth more if you give it away The least we can do is give it back to those who want to use it in new ways that help people and create jobs and growth."
The government has proposed a vast data cleaning of the information, specifying that open data should be in a commonly-used and machine-readable format. The revision of the 2003 directive adds legislative, deployment and funding elements to the project, which will be implemented into EU national legislation with 18 months.
The proposal will make a vast amount of data within accessible reach. All documents accessible by the public sector can be reused for any purpose, with member states required to keep data request charges as low as possible.
A new public data portal is also to be set up, with an expected launch date in spring 2012. Eventually, the commission portal will be the "single-access point for re-usable data from all E.U. institutions, bodies and agencies and national authorities," according to the EU statement.
Open data and quality data is clearly high on the agenda for the European Union. The rewards for good data management are clear, with an estimated boost of 40 billion each year. By "opening up this resource fully" the union could reap around 70 billion per year, estimated Kroes in her blog post.
